Producers’ Responsibilities:

- Producers shall have to file quarterly and annual returns with the Central Pollution Control Board portal in the prescribed form. The submission has to be made at the end of the month immediately following each quarter. Quarterly return is a must for every registered entity.
Responsibilities of Recyclers:
- Recyclers are required to file monthly data returns on the CPCB portal for the quantities of used and generated waste tires, sales by EPR certificates, and any other relevant detail.
- Submissions to the portal have to be made in the prescribed format for the annual and quarterly returns by recyclers. The due date is at the end of the month immediately following each quarter.
Responsibilities of Retreaders:
Retreading of scrap tires is permitted to retreaders, who have to be registered on the CPCB portal for issuing retreading certificates. EPR obligations of retreaders will be deferred for one year (till 2023). Submission of retreading certificates would suffice to fulfill the requirements, provided the end-of-life disposal is taken care of through an accredited recycler.
